Job Description

Position Summary

The Minority and Women Business Enterprise (MWBE) and Disabled Veteran (SDVOBs) Coordinator will be responsible for Stony Brook University Hospital / Stony Brook University Medical Center Purchasing's (SBUH) Minority and Women-Owned Business Enterprise (MWBE) Program including promoting and administering the program to increase MWBE utilization to achieve SBUH's MWBE goals of 30% of eligible contract spend. The position will also be responsible to provide staff with assistance in implementing efforts to increase utilization of NYS certified Service Disabled Veteran-Owned Businesses (SDVOBs). The successful incumbent should be customer focused and capable of satisfying end-users needs in an effective and timely manner.

Duties of a Minority and Women Business Enterprise (MWBE) & Disabled Veteran (SDVOBs) Coordinator may include the following, but are not limited to:

  • Review procurements for the assignment of MWBE and SDVOBs subcontracting goals in accordance with the requirements NYS Executive Law 15-a, and SUNY procedure 7557. Perform administration of contracts with MWBE subcontracting goals to ensure contractors are documenting good faith efforts to achieve.
  • Review and approval of contractor MWBE and SDVOBs utilization plans and other required MWBE documentation and reports.
  • Work with various SBUH user Departments to understand the work to be contracted and prepare a target list of potential MWBE and SDVOBs firms for solicitation based on availability in the Empire State Development Corporation (ESDC) listing of certified MWBE and SDVOBs firms.
  • Maintain sound documentation of contracted and sub-contracted assigned goals in a timely manner. Record non responsive actions and timelines of all vendors and follow up with a paper trail and documented receipts of written communication, all action required to achieve the assigned goals.
  • Participate in pre-proposal or pre-bid meetings to discuss MWBE and SDVOBs compliance. Work with Stony Brook University Hospital / Medical Center (SBUH) - Hospital Purchasing and user Department staff in responding to proposal/bid questions on MWBE and SDVOBs requirements.
  • Serve as liaison between Hospital Purchasing, SBUH, the SUNY University-wide MWBE and SDVOBs Office and the Governor's Office for review and approval of contractor MWBE and SDVOBs utilization plans, waiver requests and other required MWBE and SDVOBs matters, documentation and reports.
  • Work to increase utilization of NYS certified MWBE's, Veteran-owned and Small Businesses in accordance with SBUH goals. Increase outreach and build relationships with the Long Island business community. Assist in arranging SBUH / Hospital Purchasing MWBE and SDVOBs outreach conferences and participate in other regional conferences.
  • Maintain a regional vendor list of NYS certified MWBE and SDVOBs firms.
  • Work with the departments' Senior Procurement Analyst to ensure the maintenance and accuracy of monthly and quarterly statistical data on MWBE and SDVOBs. This collaborative effort will address potential problems and the utilization of data should effectively assist in the SBUH with the SUNY University-wide MWBE and SDVOBs Office to address reporting problems.
  • Develop and understanding and become proficient with the SUNY PRISM web-based contract management system. Oversee the accurate entering of contract/PO data in the SUNY PRISM web-based system.
  • Consult with MWBE and SDVOBs organization and businesses, community leaders, and SBUH / Hospital Purchasing staff to identify barriers inhibiting MWBE's and SDVOBs from competing on procurements.
  • Provide technical assistance and advice to MWBE's and SDVOBs about bonding, financing, estimating, and other technical matters.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Qualifications

Required:

  • Bachelor's degree and two (2) years of administrative experience.
  • In lieu of the Bachelor's Degree, an Associate's Degree and four years of administrative experience may be considered.
  • Two years' experience working with diversity and disabled veteran's programs.
  • Two years' experience, related to purchasing, accounts payable or other business related functions.
  • Excellent reading, writing and communication skills are essential.
  • Strong computer skills (Microsoft Excel, Word, Access etc.) are a must.
  • Must have the ability to effectively communicate with suppliers and internal stakeholders. Must be organized and self-motivated.

Preferred:

  • Experience working in SBUH, SUNY, or similar NYS, local or Federal government organization.
  • Experience working in Higher Education or a Medical Institution.
  • Understanding and previous experience with NYS Executive Law 15-A, or similar federal / state / local laws.
  • Knowledge and previous experience with NYS procurement regulations.
  • Proficient customer service/procurement skill sets.
  • Skills in Lawson, SUNY systems and Prism.

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as - $64,000 - $85,000 / year.

The above salary range (or hiring range) represents SBUH's good faith and reasonable estimate of the range of possible compensation at the time of posting.

In addition, all UUP positions have an additional $3,087 for location,
