LMI is seeking a Senior Analytical Consultant to provide subject matter expertise in emergency management. The position is located in New York, NY.

The Office of the Assistant Secretary for Preparedness and Response (ASPR) is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the Pandemic and All Hazards Preparedness Act in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.
The wide scope of ASPR's mission requires professional staffing services across program and functional mission areas to include: Chemical/Biological/Radiological/Nuclear Threat Response, Advanced Research and Development, Regulatory Affairs, Modeling, Emergency Preparedness, Emergency Management/Response, Logistics Management, Acquisitions/Contracts Management, Policy and Planning, Financial Management Planning and Analysis, Operations and Administrative Management (Travel/IT/Facilities/etc.), Strategic Staffing & Employee Development, Ethics, Public Health Communications and Strategic Stakeholder Engagement. This position requires an eligibility for security clearance. You must be a US citizen.
Responsibilities
    Conduct assessments of MRC unit capabilities and technical assistance needs.
  • Connect MRC Program with MRC unit leaders, state coordinators and stakeholders.
  • Connect MRC unit leaders to regional and national level partners and programs.
  • Outreach to potential new units and supporters.
  • Provide Situational Awareness, especially during local emergencies that may affect local systemsresilience and services or those that may escalate to national significance.
  • Serve as a Subject Matter Expert (SME) on topics related to MRC, Volunteer Management and UnitAdministration.
  • Analyze and report on MRC unit activity reporting within their region on a quarterly basis.
  • Attend non-emergency public health and emergency preparedness activities or community eventsinvolving MRC units or volunteers, e.g., health fairs, vaccination clinics, festivals, sporting events,volunteer awards and recognition events, training or exercises, etc.
  • Improve MRC coordination throughout the region.
  • Increase awareness of MRC program.
  • Provide outreach to targeted communities.
  • Analyze and report on targeted outreach activities (i.e., targeted outreach updates).
  • Increase knowledge of means/methods for financial sustainability of existing MRC units.
  • Encourage standardization of MRC unit capacity across state and regions.
  • Identify target communities and encouraging MRC development.
  • Provide MRC information to local public health, emergency management and other authorities.
  • Coordinate MRC efforts with regional and state-level public health, emergency management andother authorities.
  • Coordinate MRC efforts with MRC State Coordinators, State Emergency System for AdvanceRegistration of Volunteer Health Professionals (ESAR-VHP), state and local Citizen Corps Councils,and other key program partners.
  • Present/staff exhibit booth at local, regional, and national conferences and meetings.
  • Report (weekly, monthly and quarterly) on regional MRC activities.
  • Develop a plan and conduct annual (abbreviated or full) Technical Assistance (TA) Assessments withevery unit in the region.
  • Assist states within their region to coordinate regional MRC meetings.
  • Assist HHS/ASPR staff in emergency response and incident management (real world events andexercises) when volunteer organizations are, or may be, employed.
  • Collect and disseminate information during responses of national, regional, state and localsignificance that involve MRC.
Qualifications
  • 8+ years experience
  • Degree in relevant field (emergency management, public safety, management) - Masters Preferred
  • Experience supporting Emergency Management programs,
  • Extensive knowledge of the HHS Incident Response Framework, Incident Command Structure
  • Advanced knowledge of Government budget management policies and procedures.
  • Advanced proficiency with Microsoft (MS) Excel.
  • Advanced proficiency with all MS Office products and Adobe Acrobat.
  • This position requires an eligibility for security clearance. You must be a US citizen.
