Job Description

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity available for an experienced technical writer/process analyst to develop and document a variety of procedures and technical content for the Department of Veterans Affairs (VA) Enterprise Testing Service Support Services (ETSSS) Testing Process Quality Improvement (TPQI) team. The candidate will contribute to the design and implementation of an ETS Organization-wide comprehensive Quality and Process Improvement Program by providing comprehensive process development and technical writing support to both VA and contractor stakeholders. The candidate will contribute to the overall performance and success of the project and should possess technical writing/process development skills and an understanding of technical and technology terms, particularly related to the software development life cycle. Candidate should be able to collaborate and actively participate in meetings with stakeholders, IT Engineers, Systems Analyst and Subject Matter Experts.

Essential Functions and Job Responsibilities:

The candidate's responsibilities include, but not limited to:

  • Designs, writes, maintains, edits, and proofreads technical documents such as, but not limited to, technical procedure manuals, process documents, work instructions for completeness and accuracy.

  • Collects and documents user requirements, including gathering, analyzing, and summarizing information from stakeholders.

  • Recommends solutions to meet current and future business needs.

  • Conducts Quality Reviews of documents and deliverables.

  • Reviews and updates current ETS Programs and Processes.

  • Supports the ETS Internal Quality Audit Program to continuously assess processes.

  • Adapts and conveys technical material in a concise and effective manner.

  • Follows documentation processes such as style guide, program templates, and standards.

  • Develops templates and assists in the documentation of IT policies and standard operating procedures.

  • Ensures that the technical content meets high quality standards and is consistent in style and tone.

  • Supports the ETS process for DevSecOps Product Management Lifecycle (DPML).

  • Supports quality and process improvement methodologies to develop and continuously update the Continuous Quality Improvement Process (CQIP) Plan.

  • Briefs senior staff on project status using routine, ad hoc, written, and oral reports.

  • Performs other TPQI analysis duties as required and requested.

Minimum Requirements:

  • Bachelor's degree in Information Technology, Communications, or a related field.

  • 4 to 6 years of experience in developing and documenting standard processes and procedures and technical writing.

  • Candidate must be able to prioritize their tasking, communicate effectively and meet deadlines.

  • Experience in MS Word, Excel, PowerPoint, Visio, and Teams.

  • Must be able to simultaneously work on multiple projects, be action oriented, handle changing priorities with the ability to prioritize tasks and meet deadlines.

  • Ability to deliver high quality documentation with attention to detail.

  • Must be able to work independently as well as in a team environment.

  • Must possess excellent interpersonal and communication skills as this position works closely with our government customer.

  • U.S. Citizenship is required. Selected candidate must be able to successfully pass a thorough Government background investigation.

Additional Desired Qualifications:

  • Strong knowledge of multiple software development lifecycle methodologies required including Agile, Waterfall, DevOps, Iterative, and others.

  • Certified Agile Scrum Master a plus.

  • Healthcare software experience a plus.

  • Experience with SharePoint.

  • Current MBI and VA access a plus.
