Job Description

DEA's Risk and Project Controls group is seeking to recruit a Cost Estimating Manager to support the firmwide development of the Program Management services nationwide. This position is in our New York City office. Current assignments include, but not limited to, providing support to the oversight for the Federal Transit Administration (FTA) funded projects including East Side Access, Hudson Tunnel, and Portal North Bridge Projects in the New York area. Additional assignments include the support of DEA's projects nationwide, and the development of DEA's firmwide Project Controls practice.

Key Responsibilities:

  • Responsible to control and monitor project total expenditure including evaluation of monthly cost burn rate to assess project expenditures versus project Estimate at Completion (EAC).
  • Provide planning and cost controlling support for all projects which includes variance reporting, monitoring of milestone progress, etc.
  • Assess project cost performance trends
  • Ensure effective project implementation and utilize production reports to assess project cost performance.
  • Coordinate and work with the project team to identify and resolve project issues to ensure the delivery/completion of the task on time.
  • Perform project cost related reporting for the team and management's review monthly.
  • Proficient in Earned Value Management.
  • Assess impacts of change orders, workarounds, and claims.
  • Provide cost control and planning advice to the project team as required.
  • Document and report identified performance issues and potential cost overruns.
  • Review the cost system for the efficiency of collecting, analyzing, and reporting cost data, and provide recommendations and options for improvement.
  • Support Risk Assessment
    • Maintain and update risk register
    • Structure cost models
    • Support risk-based contingency management
    • Assist in risk workshops

Skills, Abilities and Attributes:

  • Excellent verbal, written and interpersonal communication skills
  • Excellent technical review and writing abilities
  • Self-motivated, customer driven with results-oriented approach
  • Preference to accomplish assignments by working in peer groups
  • Experience with Project Risk and schedule software is a plus i.e., Primavera P6, Microsoft Project, @ Risk suite, Pertmaster
  • Heavy Civil/Underground construction experience preferable

Qualifications:

  • Minimum of 7 years of cost estimating experience on large capital projects, with at least 3 of the 7 years as Cost Estimating Manager in passenger rail or related transportation modes.
  • Experience in analysis of engineering systems and project management Registration as Certified Cost Professional (CCP)/Certified Estimating Professional (CEP) is desirable but not required.
  • Bachelor's degree in Engineering, Construction Management, Business, or related field.
  • Experience with FTA oversight a plus
