Overview

Quartz is seeking a strategic data analytics executive to join our Executive Leadership Team, reporting directly to the President and CEO, as Vice President and Chief Data Officer (CDO). This data visionary is charged with aligning, articulating, and developing Quartz's vast data resources and analytical capabilities into an actionable data management strategy that enables Quartz and its provider sponsors to fulfill a shared goal of improving the health and well-being of the people and communities served by our collective organizations.

The CDO will provide the vision and leadership needed to promote an enterprise-wide, data-driven culture that balances optimal access to data and compliance with data governance, protection, and privacy requirements. This role will build, develop, and manage a team of high-performing data professionals who understand Quartz's culture, objectives, and strategies to conduct effective analyses and deliver informative data reporting and insights that address key business concerns, challenges, risks and opportunities. This role will also oversee a joint operating committee comprised of board members and senior leaders from Quartz and provider-sponsor organizations to align our efforts and priorities related to key data initiatives and exchanges.

Responsibilities
  • Serve as the primary point of contact for reporting, analytics, and insights across Quartz and provider sponsors
    • Collaborate with executive colleagues and other stakeholders on data-driven initiatives and analyses
    • Oversee prioritization of key data-related initiatives for Quartz, provider sponsors, and any other stakeholders, including identifying opportunities, considerations, and actions for the bi-directional exchange of data between organizations that drive improvement, cost savings, and efficiencies
  • Empower and build a high-performing team of data professionals who understand Quartz's culture, objectives, and strategies to apply effective data analyses and expertise to address organizational concerns, challenges, risks, and opportunities.
    • Assess the organization's current capabilities and develop a strategic plan to address any gaps or challenges.
    • Prioritize data quality, data reporting, data requests, and data needs to ensure accurate and useful business outcomes and actionable insights for Quartz, provider sponsors, and other stakeholders
    • Design, develop, and maintain functional data repositories for operational and production data from the data warehouse and other vendor data sources
    • Promote effective teamwork and actively eliminate impediments to collaboration between departments and between Quartz and its provider sponsors
  • Enhance Quartz's enterprise-wide data and reporting capabilities
    • Optimize technology in the data space to create a competitive advantage within the healthcare and health insurance industries
    • Promote data literacy and a companywide data-driven culture
    • Establish policies and practices that improve user access to data while ensuring data quality, credibility, protection, and privacy through effective data governance
Qualifications
  • Bachelor's Degree or equivalent, relevant experience
  • 15+ years of progressively responsible experience in data management, analytics, and/or business intelligence, with at least 7 years of formal leadership experience
  • Experience developing and implementing successful data strategies that support business objectives
  • Experience leading at an enterprise-wide level - demonstrating a broad understanding and shared accountability for solving issues facing the enterprise, within and beyond one's own direct scope of responsibility, including the development and implementation of solutions and effectively translating organizational outcomes and messages to staff and constituents
  • Skilled in complex organizational change and demonstrated success establishing enterprise-wide systems, programs, and improvements that are operationally reliable, financially sustainable, and contribute to fulfillment of organizational goals, priorities, and strategies in a multi-stakeholder environment
  • Deep understanding of data management, data governance, and data architecture principles, best practices, emerging technologies, and industry trends
  • Expertise in data engineering, data quality, data validation, ETL tools, Master Data Management, Metadata, data privacy and security
  • Hands-on leader who has demonstrated success managing multiple large cross functional teams or projects, partnering with senior-level management and key stakeholders
  • Professional, well-developed communication skills (written and verbal) with a high degree of diplomacy and persuasiveness, along with the strong ability to collaborate and communicate with individuals and groups at all levels of the organization to cultivate effective working relationships
  • Proven ability to build and manage a high-performing team through the expression of a clear vision of future goals and organizational expectations and inspiring others to achieve the goals
  • Proven flexibility and an open-minded thought process, with a high degree of honesty, integrity, and confidentiality
  • Knowledge of health insurance operations is preferred
  • Valid driver's license and flexibility to travel to various sites for meetings and other functions

This position will be required to work mostly full-time within our service area, preferably from our office in Madison, WI; travel throughout Wisconsin, Minnesota, Illinois, Iowa and growth markets is expected. For the right candidate, however, increased flexibility and/or hybrid work arrangements may be considered. Relocation assistance may be available. Hardware and equipment will be provided by the company, but candidates must have access to high-speed, non-satellite Internet to successfully work from home.
