Overview of the Role

The VP, Regulatory Monitoring & Reporting manages the daily activities of second line monitoring and testing and reporting. The primary responsibility of this position is to develop programs that ensure compliance with NUCA and CFPB in support ten billion assets readiness. This position will be pivotal in executing the SVP of Compliance's strategy to build the compliance function of the future.

Job Responsibilities
  • Develop and conduct an annual compliance risk assessment that will be used to build an annual Compliance Monitoring Plan

  • Execute the annual Compliance Monitoring Plan including determining the scope of each review and how the review will be resourced.

  • Set standards for completion of reviews and testing to support documentation needs.

  • Build relationships with Key Stakeholders and communicate deficiencies of the test findings in advance of report issuance.

  • Prepare reports for management that highlight the scope, testing approach and the overall results and findings of the compliance testing review.

  • Develop and execute early warning systems to ensure BFCU proactively addresses emerging risk and assures remediation as needed.

  • Oversee remediation of gaps identified in the testing process.

  • Work with Risk Management in support issues management tracking of Compliance-identified findings.

  • Work closely with other support functions and the business areas to support a culture of compliance across BFCU.

  • Assist in identifying areas for enhanced monitoring or training.

  • Develop and manage the compliance training program. Work with VP of Regulatory Compliance to ensure the training program is effective.

  • Select and manage compliance management systems assuring the department has robust systems that are used to manage workflow, regulations and regulatory changes, data analysis, resource management, risk assessment, repository for work product.

  • Develop and manage the workflow of the compliance department to ensure timely service to BFCU, effective and efficient use of resources, regulatory reporting, and quality assurance.

  • Develop and provide monthly reports to management demonstrating use of compliance resources and the adoption of processes that have improved effectiveness and efficiency.

  • Develop key performance indicators and key risk indicators.

  • Select and contract with third party vendors to assist with second line monitoring and testing as needed.

  • Manage the relationship with third party vendors providing second line monitoring services.

  • Manage the Fair Lending program including the periodic analysis of data.

  • Participate in special projects as they arise to enhance compliance functions.

  • Work closely with other support functions and the business areas to support a culture of compliance across BFCU.

  • Other duties as needed.

Experience and Skills
  • A bachelor's degree in accounting, finance or business is required.

  • A minimum of 15 years of experience in a complex highly regulated environment working in the second or third line of defense.

  • A CPA license is preferred, a CIA or CRSC is required.

  • Minimum of 7 years' relevant managerial experience in a complex compliance, assurance, or risk function

  • Expert knowledge of internal auditing, monitoring, and testing techniques.

  • Thorough knowledge and understanding of regulatory compliance requirements.

  • Demonstrated record developing risk assessment, risk programs, procedures, protocols.

  • Demonstrated ability to analyze and compile complex data for planning and reporting purposes. Analytics, data analysis and AI exposure preferred.

  • Excellent communication skills, both written and oral, with the ability to represent the organization externally.

  • Strong leadership skills demonstrated by ownership of issues through their resolution while providing sound guidance to others.

  • Resilient and flexible with the ability to successfully navigate in a fast-paced, outcomes-driven, and entrepreneurial environment.

  • Strong attention to detail and the ability to work under deadlines.

  • Familiarity with information technology systems and the ability to learn new technologies as needed.

  • Proficient in using Microsoft Word, Excel, and other spreadsheet and database programs and PowerPoint is required.

Starting Compensation: $150,000 - $160,000, plus a competitive benefits package
