Job Description

Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include roadway project planning, roadway design, technical analysis, maintenance of street signs, transit development, freight mobility, and roadway markings. TPM's Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC's 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC's 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).

The Pavement Markings Manager will manage all categories of roadway marking including refurbishments, marking after resurfacing, Street Improvement Projects, pavement markings for new signal and stop sign installations, and speed humps. Additionally, the selected candidate will work closely with the Office of Livable Streets and coordinate workflows. They will attend meetings and resolve field problems that may arise during the layout and implementation of projects, coordinating the implementation of projects with the borough commissioner's office, agency management, and planning units. The Pavement Markings Manager will provide feedback between contractors or in-house crew and agency stakeholders, provide recommendations for corrective action, and maintain recordkeeping requirements in relational databases. The candidate will assist in managing all contractors and ensuring all pavement markings work assignments are in alignment with appropriate contracts.

Preferred Skills:
Preferred candidate will be proficient in ArcGIS, Microsoft Word, Access, PowerPoint, Excel, and Adobe Creative Suite. Knowledge of traffic calming, urban design, pedestrian-oriented design, complete streets, and project management is required. Excellent writing, editing, and oral presentation skills are a must. Preference will be given to candidates possessing a valid NYS Driver's License.

City Service - New Hire Rate: $71,255, 2 or more yrs. City service - Minimum Incumbent Rate: $81,943. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to "1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
